Terms of reference for consultancy service to conduct end of project evaluation for Kyotera Push Pull Technology Project (KYOP).
Background to Ripple Effect Uganda
Ripple Effect Uganda (the new name for Send a Cow Uganda) is a Ugandan registered development Non-Government Organization (NGO) that was founded in 1988. Ripple Effect Uganda delivers through three key components to create sustainable livelihoods: Sustainable agriculture; Enterprise Development, and Gender Social and Inclusion (GSI). Ripple Effect works with small holder farming households targeting rural women, refugees, youth, orphaned and vulnerable children, and people with disabilities to overcome poverty and malnutrition by increasing agricultural production and productivity, developing on and off-farm enterprises, increasing access to finance and non-finance development services, building resilience to climate change, natural resource management and addressing gender inequality.
Background to KYOP Project
Ripple Effect with funding from Riverford, has been implementing a three-year project supporting 400 farming households. The project was implemented in four parishes of Bethlehem, Kijejja, Kyasimbi and Nabigasa in Nabigasa Sub County, Kyotera District, formerly a County of Rakai District in Uganda. Kyotera Orphans Push pull Project (KYOPP) targeted orphaned vulnerable households and adopted a household approach to livelihoods development. Orphan beneficiaries are between 0-18 years of age and were supported to achieve social and economic resilience within revitalized communities. Kyotera district was selected in the central region of Uganda because this has been hardest hit by the HIV/AIDS epidemic. We have worked with 400 orphaned households in Kyotera and reached 3,920 direct beneficiaries (1600 orphans, 720 caregivers and 1600 other children).
The project addressed the correlation between HIV/AIDS and food insecurity by implementing the Push pull technology, delivering training in gender and social development (GSD), improved animal management (IAM), water harvesting and farming as a business, all of which can be adapted for small land holdings. The project employed such an integrated approach that would deliver greater impact, sustainability and build resilience. In 36 months, the following were the anticipated positive changes.
Enhanced nutrition and health for humans and animals.
Enhance and diversified income through the sale of maize, fodder, and animal enterprises.
Purpose of the Assignment
The principal purpose of the evaluation is to assess the KYOP in respect to its project objectives against the OECD evaluation criteria of relevance & coherence, effectiveness, efficiency, sustainability, and impact as the three-year project concludes.
This Evaluation is therefore meant to collect endline data for the projects full cohort sampled target to be analyzed against the logframe indicators, thus measuring the achievement of the project.
